It was posted elsewhere that GSR pay high track access charges for passenger services.

On what basis is the charge levied? Per axle?

Would running double decker trains a la Amtrak mean that they could fit more passengers in for a given track access charge?

Try www.artc.com.au there is a charge table there for all ARTC route you can work it out Smile ARTC is not the most expensive one, try RIC, RIC charge the most while giving smeggy/no-maintenace track such as the Menagle bridge affair.

Track access charges are generally levied on the basis of a flagfall component that covers basic maintenance to a set standard. Freight is then charged on a GTK basis (Gross Tonne Kilometre) which is simply total weight of train multiplied by distance in kms travelled. Passenger operator rates also reflect the incremental additional costs involved in maintaining the line to tighter geometry tolerances and higher line speeds and the higher standard of signalling safety required for passenger operations.
