Yep, unless you can come up with a really good reason why you need to do it. It also varies between operators. For example, if you were making a bona fide travel documentary you might be able to get a camera into the cab of an NR hauling the Indian Pacific.

Unfortunately it does in most cases boil down to who you know in the industry. Unless you join a preservation group. Then you can have all the cabrides you like in their locos so long as you work.
That's an attention-getter!

Blah Blah Blah...
Simple fact is if you approach the local manager of a depot or driver in charge at some locations you can get a cabpass if you have a good reason. But if you just want to froth at the mouth and blow your load all over the console well you can forget it.
Knowing someone in the industry does help, but as I say if you can come up with a good enough reason you should have little trouble.

Although with insurance as it is now sometimes the only way is "unofficially".
If you know a driver well enough, just find out when he's on and ride with him. Then you know you have someone who won't mind you asking questions, too.

I take it you mean a cabride? There are a few ways:
-Make friends with a driver, or someone in the industry, which seems to be common
-Go up to a driver and just ask (Don't go overboard with the obvious of "I'm a foamer" on your forehead)
-Join a preservation group of some sort, and chances are you can cabride any loco they have if there's the room
I admit I haven't had many cabrides over the years, however, highlights I have managed to have the following:
-Cabride on the triple header steam consist at Zig Zag
-QR Tilt Train cabride
-A few intercity V-SET rides
-Cabride on a single-decker suburban on the Bankstown line during a tour
All cabrides I've had would have been arranged in advanced with a senior manager, whereas at Zig Zag....well, I'm a member.
