Answer
·  What is the purpose of the Warning System?

The warning system is in place to provide a common and consistent understanding of the rules and behaviors expected of our users.
It allows moderators and admins to see at a glance, what breaches of the rules a user has committed in the past, in order to guage an understanding of the level of conduct displayed by that user.
It also adds fairness to policing of the rules. It can now be determined at a glance if two users committed the same offence, and were dealt with unfairly.

·  How come no-one else seems to have warnings under their name?

For your's and their privacy; only the user and moderators/admins can see their respective warning, the same goes for yours. Dont be upset, everyone has one - you just cant see everyone else's.

·  Can I remove the warning bar?

No. There is no need to anyway. Apart from yourself, only moderators and site administrators can see it.
