If you are involved at all with anything at all to do with the public at large you will note that the public is stupid. You get all kinds of things done even with signs and announcements made but the public in general still will do something stupid. Were I volunteer I have seen this in action after telling a couple of children not to do something for their own safety the parents then let them do it. It just covers one's backside as if they did not warn them then some idiot would say they were never warned or something and make a court case out of it. This way at least they got a warning and if they do shut it out as background noise that is their problem not Adelaide Metro's who have warned them.
You would actually be really surprised at most times just how stupid some of the great unwashed (Public) can be when it comes to warnings etc. But if you don't warn these imbeciles that there is a danger etc you can be held responsible because you did not warn them of the danger etc. Yes nanny state rules and it is about time that people took the consequence of their actions upon themselves instead of blaming some one or something else. There is no real excuse for ignoring a warning though, it is up to the individual and too many today are willing to fight things in a court. Expect to see more as the years go on as well.
