If you are in Melbourne, state library is always a good place to search around, and there is a government information bookshop near the corner of Collin street and Elizebath street towards Spencer street direction.

Have you tried your local library? Usually books on local history are great sources of information about the railways and how the places they served developed because of the railway. They normally include the token picture of a steam train at the local station.

If your after maps then maybe it would be worth trying the map section of the State Library. http://www.statelibrary.vic.gov.au/slv/maps/.
