I believe that this is the case for V/Line fares, but what hours to Metro count as peak hours in their passenger counts?

As they still offer free "Early Bird" travel, the morning peak would be considered to be 7:00am to 9:00am weekdays.

Perhaps this is the "peak demand" period, but the peak frequency period is not always in line with the peak demand period.
