Accoring to Vicsig there is only one W8 rebuild in service, number 846 which entered service in March, but according to Wikipedia 959 is the only rebuild entering service in June...

There are currently two, 946 and 959. The first, 946 was done at Preston and was to be the template for Bendigo to follow. I'm not to sure how many will be done, but according to the PTV website $8 million has been allocated. The government originally stated that all would eventually be restored, but this may be a long process.

Considering that 946 often spends a lot of the time off the road; there could also be unexpected problems with the W8s and this may be a reason there could be delays to the project.W8 949 was the class leader and therefore underwent lots of testing, and retesting, to iron out bugs and finalise the design (look at how much testing the Es are undergoing). This process slowed the project down a little, but it seems on track now, it's just a matter of funding and how quickly Bendigo can churn them out.
