Security at some Government institutions has been a joke. Years ago, I used to call at the Explosives Factory in Maribyrnong. On the way in, I handed in the car's cigarette lighter and my pager ( pre mobile phone ). The guard rang the bloke I was coming to see, and I drove off. After finishing my call, I could have gone anywhere. I knew my way around, I knew where the RDX was stored, I knew where the detonators etc were kept, and so on. When leaving, I had the lighter and pager returned, and not once was the car boot checked.
As a contrast, when leaving the Cadbury factory in Ringwood, the car was searched. I'd have been pinged for pinching a case of Cherry Ripes from one place, and would have got away with a tidy amount of high explosive from the other. It seems that not much has changed.
The best security has always been at non-government businesses.
