Regardless of how you vote, if we have tollways (which have been built by both political parties), doesn't having peak hour tolls make sense?

Just like the early bird discounts on trains in Melbourne, peak hour tolls would smooth out demand by providing an incentive to travel in off peak times in order to pay less, with those travelling at the top of the peak paying a bit more. Thus there is an incentive to travel earlier or later to save money, meaning that tollways are less likely to be clogged at peak hour.

Peak tolls may make sense if they are affordable.  This project is a loss making venture for the state.  having peak hour tolls might push the price to $20 each way which could actually prevent cars or other vehicles from using the tunnel.

I think the state government has indicated that the tolls will be no more than the current City Link tolls, about $8.00 a day.  That said, even if the traffic numbers are met, the tolls might only return 25-50% of the annual costs of the tollway.  E-W is different from similar roads, as the operator does not take a risk on patronage numbers.  The state government will pay a fixed annual price to the builder/operator and get to keep any tolls that are collected.  It can charge whatever it likes and make whatever changes it feels like over the life of the contract

Thanks you for your informative post. I actually thought the toll was $8 each way.

I am also assuming there will be no toll booths so etag will prevail and interchangeable access between toll roads.

So I were to live in the eastern suburbs of Melbourne (which I do not) a return trip to the airport would with the east west link and east link be a very expensive proposition.

Much cheaper than taxi. Probably cheaper than train to SC and then Skybus. And, if planning to park at the airport, the tolls would be quite a bit less than a day's car-parking.

A taxi is likely to use the tunnel as a preference so I can't agree.

The taxi fare plus $18 for the one way use of east link and the east west tunnel makes a trip from the east to the airport very very expensive.

Driving yourself will be much cheaper than taxi.  I didn't rrealise that your original statement "a return trip to the airport would with the east west link and east link be a very expensive proposition" was talking about taxi fares.

Taxis are an enormously expensive way to get to the airport even without the tunnel. From where I live (20km east of the city) it's $80-$100 one way already. A tunnel toll of $8 is only going to add 10% to the fare, and (in theory) should make the trip quicker, and therefore cheaper before adding in the tolls.

Yes, but my post was replying to a statement that the tunnel would make taxi fares from the Eastern suburbs extremely expensive. I was pointing out that it only adds 10% to an already expensive fare, which won't get any cheaper by travelling a different route.
