Disabled train north of Bell?

Location: Yarra Glen
Was on platform 1 FS this afternoon, waiting for an Eltham train,and was surprised to see the PID saying that the next train was only going to Bell.  Then an announcement came on, saying that a train had "broken down" past Bell, and buses would now be running from Bell to South Morang.  "Broken down" is of course a highly technical term, so I'm not sure what it really means.

We need the capacity for bidirectional running, so working trains can get around disabled trains.

ok xtrap 113 leading to Sth morang stopped in Ruthven station  with panto ripped off the centre car , crews currently onsite repairing over head , also a city bound xtrap stopped at Keon park with pantos lowered heaps of train replacement buses running along High street

no matter what you have if the over head is damaged the power will be shut off as in this case

Something that they've been removing from the network, redundancy! As they don't like it.
