The report proposes all sg operations beyond Ballarat with all passengers changing trains at Ballarat . All transfers would be same platform at Ballarat . Like Down bg Wendouree sets down Wimmera passengers plat 1 and proceeds onto Wendouree . Then SG DMU ex Ballarat East docks up to same platform, Wimmera pax board and sg train departs towards Ararat . Simple clean efficient . No crossing footbridge for anyone , no disability access issues.
The ultimate proposed SG service provided Weekdays 4 return trips to Horsham, and 3 return trips to Hamilton, (giving 5 - 6 trips each way between Ballarat & Ararat); all done with 3 - 4 small Inter City DMU train sets, very efficiently . The proposed timetable also provided a Weekday midday Horsham - Ararat - Hamilton rail trip and vice versa with passengers changing at Ararat in each direction with minimal waiting times . (As with all sg Wimmera operations there would be two sg platforms at Ararat, the through platform and the back Dock platform . )
