What to do with the Altona loop?

I just wanna have some kinda poll and discussion whether you think can be done to the Altona line.

Option A:
Close the rail line

Option B:
Close the rail line and replace with light rail

Option C:
Upgrade the line, by duplication in key sections

Option D:
Upgrade the line, then extend it out to Point Cook

Option E:
Run the Geelong line back unto the Werribee corridor and uses Metro 2 tunnels, Werribee uses the Altona loop (which is upgraded) and Williamstown use existing route

Option F:
Leave it as it is

I used to think it was a great idea to utilise the growing area of point cooke so the Altona line doesn't need a downgrade for its lack in patronage. The problem is extremely expensive and other projects are much more priority over this.

I don't think closing the line is great option because like the Upfield line it can be used to divert services.  Personally I am in favour of C and then eventually to option E when the opportunity comes.

Note Options A-C are medium term and D and E are much for long term investments.

I like the idea of linking the Altona line via Altona Meadows and Point Cook to a Werribee interchange and then you can run it via RRL back to the CBD so a giant loop from Footscray.  The Werribee main line will be used for the metro 2 tunnel and services will run to an electrified Geelong line to Waurn Ponds (and beyond).  This is very long term plan.  
Metro tunnel 2 will be used for Mernda to Werribee / Geelong (Waurn Ponds) services.
You could do interesting services on the new Western line, service patterns like all stops -  Glen Waverley - CBD - Footscray - Altona - Point Cook - Werribee - Tarneit - Footscray - CBD - Glen Waverley.

The idea of the Geelong line going to Mernda via Metro 2 is better then the it going to South Yarra.

I'm voting for an upgrade with an emphasis on increasing maximum line speed from Newport-Seaholme and Laverton-Westona, and enough duplication to easily run a 15 minute service.
All Warrnambool trains should run via Galvin, but I'll have to review that idea when V/Locity trains start running there.

@x31 The problem it is trying to solve is increasing the patronage on the Altona line and whether the improvements onto the Altona line are necessary or should look into other solutions to make it viable.

The Altona line does not serve enough people to justify running trains to it at the cost of those living in Werribee and surrounds. One way of increasing its use would be to expand the catchment area of the line by extending it into growth corridors (Point Cook / Werribee South / Werribee Tertiary Education precinct etc.) Just like is happening at the moment with the Mernda Line.

Would an extention of the 82 Tram to Altona - Point Cook / Williamstown via the current Rail reserve (taking over Newport-Footscray once MT2 opens) be something that could be considered?

This is the current running anyway (at least for weekdays).  Most Werribee/Williamstown/Laverton trains are ex Frankston Line as part of the Cross-City service and don't go through the loop.

Werribee - Flinders St, Southern Cross then Express North Melbourne - Footscray - Newport - Laverton then stops all stations to Werribee

Laverton - Stops all stations from Flinders St to Laverton via Altona

Williamstown - Stops all stations from Flinders St to Williamstown.

As it stands with the connection to the Frankston line there is a roughly ten minute frequency from Frankston - Newport which splits to a twenty minute frequency to Williamstown or Werribee. Does the Altona Loop run as a shuttle off-peak?

Umm no, Werribee trains on the weekends surprisingly use the Altona loop section. This also applies on late night services as well.

Looking at the distances, extending the light rail tram route 57 out to Kelior east seems like a better idea, and maybe it could connect on the proposed Airport line running along that freight line. That would be kinda off topic but seems like a nice option for discussion.

That means if you heading towards Werribee after Newport it stops at Altona, Westona, Laverton, WilliamsLanding, Hoppers, Werribee, skipping Aircraft and Seaholme. Currently on weekends it stops at all stations including the ones on the Altona loop.
