2019 Review of rail guidelines – Tarcoola-Darwin rail and the South Australian rail access regimes

This review has been going on for some months now.  Link below.

Key things I see are that other operators and end users don't like the existing regime and want changes to make it harder for GWA to be a monopoly.

Some allude to full separation of the business and others are looking to move away from the arbitrate/negotiate model to a standard terms model (similar to the ARTC/DIRN).

Though I suspect little change from this review aside maybe from some line diagrams to show ownership and clarify what infrastructure is in scope.

I am amazed that ESCOSA apparently waved through a deal under which access charges don’t need to be published.

For a new operator aiming to run on GWA track, the access charge may as well be “whatever it takes for you to go away”

A thought just now. The ACCC is reviewing the NSW port sales which had contractual measures set up around it to prevent competition, I wonder if they might take a similar look at a regulatory regime designed in the way that the SA one is that isnt great at promoting competition?

Probably suggests that no other party objected to it, i.e. nobody else is interested in seeking access any time soon.

Not according to the submissions JAP.  Other ooerators want things like line diagrams like they are given by other line operators.  However that's apparently too hard for GWA....
