Location: Melbourne, Australia
Are these units used on passenger services as I don;t recall a smaller loco (shunting like) running passenger services in the hills on the lines I have traveled on.

Especially when in some cases the class and number can overlap. For example, W3 659 is/was also a Melbourne tram, and is probably the first thing someone on an Australian rail forum would think of, rather than a Sri Lankan locomotive.
