A few years back, a guy I know in Gladstone, Qld received around $35k for compensation being raised in a orphanage where it had since came our there was a issue in the past. He himself was not a victim as far as I knew and never made a claim, however the govt just went around to all those still alive and said, sign here to get $35k after which you have no more claim on the govt. So if its likely to be more than 1 or 2, expect the Vic govt to do the same.

As for this guy in Gladstone, the Qld and Fed govts and Castlemain Brewery would have got it all by the years end.

It may or may not make any difference to other claims in the future, depending on what sort of process is used to handle it.

And who will bear the cost?  Ultimately, the Victorian taxpayer?

If it goes through the courts, yes.

Puffing Billy (i.e. the Emerald Tourist Railway Board) is an institution which has joined the National Redress Scheme, so victims will have the option of taking the claim through that process rather than the courts. They can receive a payment of up to $150,000 plus ongoing counselling services. If it goes that way, the federal government would pay the claim and then charge the institution a levy to recover the funds (the payment, admin costs and counselling services) over the next ten years.

The Puffing Billy Preservation Society has not joined the National Redress Scheme, so that option for holding them accountable does not exist and they pretty well have to be sued. As with pretty well all lawsuits, the Society's insurer would pay for the claim.

Yes the tax payer may need foot the bill but why did the board of puffing billy not act?  If it is found they attempted to cover this up then they should also be found guilty of an offence.  The parallels with the catholic church I can see.
