As ZH indicated, the things they rate for livability are pretty subjective... amount of cafes and trams? Important for some for sure but of little value to the person living next door.
What I find funny is within 5 minutes drive of where I live there is:
- A station served every 6-7 minutes in peak, with a direct bus as well
- 6 primary schools and 3 secondary, ranging from the old public school, to brand new ones, to independent and elite private
- Shops and cafes, that are also perhaps 15 minutes walk through open parklands and wetlands
- Playgrounds, sporting fields, golf clubs and open spaces
Add to that it's 30 minutes drive to the Yarra Valley for good food and wine; a little over 90 minutes drive to the Surf Coast for proper beaches and 2 hours drive to Mt Buller for skiing.
And the best bit? According to this it's not even a suburb

!
Livability huh!
