Update from Dubai/UAE

Govt has issued notice to all private organisations that they cannot have more than 20% of their workforce at work at any one time, unless they are in a nominated essential service, ie supermarket, certain manufacturing that cannot shut down (ie my company and myself as I continue to enjoy driving on empty roads to work), pharmacy etc.

As of tonight 8pm, everyone must be home unless in a nominated essential service for 60h until Sunday 6am while the whole country is disinfected. All PT ie trains, trams, buses taxi's etc will be stopped. The airports have been closed for 24h and will remain so for two weeks. Read we have a soft curfew in place from 8pm, although this word has not been used. Everything else including hair dressers, malls etc etc is closed. Only home delivery available.

60 people who were previously confirmed they are infected have been charged and arrested for breaking quarantine. Notice issued on radio and media this morning people will be heavily fined and jailed going forward for breaking quarantine.

The sky over UAE, normally very congested is very quiet, just freighters.

I drove past Dubai's 2nd airport yesterday, its completely full of Emirates airlines planes, double parked, triple parked, quadruple parked, they only operate 777 and 380's so a sight to be hold to see over 150 very expensive pieces of hardware doing nothing parked neatly in lines.

In some areas people in the streets have been told to go home by the police.

They're restarting their industry and lifting restrictions. There's about to be a massive 2nd wave of infections which will be perfect for the CCP to say foreigners brought it back in.

Requesting the Navy to send the ship away is BS and if I was the ship's Captain I'd refuse because you know the ship will not be harmed and if the ship is boarded by the RAN the Captain and senior offices will be arrested but the ship will remain and the passengers and junior crew provided with medical treatment as needed.

The Captain will also know he will not be locked in jail for any length of time (a few months at best) and will be released under political pressure from the country's owner and can return home to secure employment.

Being forced to set sail on a 3 week voyage with a known number of people already infected is just stupidity. What if key members of the crew get sick including the Dr? Anyone who gets seriously ill will certainly die and potentially the ship will be left without a competent crew to finish the voyage.

This incident also seems to show the for the NSW cruise ship incident, the NSW govt was in control and allowed the people to leave the ship, although the Fed's could have I supposed stopped it. Maybe if they knew NSW was going to allow people to get off?

He said they needed to work out a way to refuel the Artania and called on the Commonwealth to use its assets, including the Australian Navy, to assist.

"The Commonwealth has assets here, it has defence assets, it has the navy — we'd like their assistance to try to get the Artania to leave as soon as possible," he said.

"There's no Australians on board, it needs to be fuelled, but it needs to leave and go to its home port.

"Its home port is actually Germany, so what we're saying to the ship is 'you need to leave', and we're saying to the Commonwealth 'you need to help us get that ship to leave'.

Breaking down the latest news and research to understand how the world is living through an epidemic, this is the ABC's Coronacast.
Commissioner Dawson said the Artania's next scheduled port of call was in South Africa.

Mr McGowan said he and Commissioner Dawson had been in contact with Australia's Border Force to work out an arrangement to deal with the ship.

The Australian Defence Force has a maritime facility at Garden Island, just south of Perth.

No repeat of Ruby Princess episode
Mr McGowan said he did not want a repeat of the Ruby Princess fiasco in Sydney, where some of the thousands of passengers allowed to disembark later tested positive to COVID-19.

"[The Ruby Princess] in Sydney has obviously distressed and caused a lot of concern about the safety of these cruise ships," Mr McGowan told Channel 7's Sunrise.

"So we're taking a precautionary approach to ensure that we protect our citizens."

Agree, with your first three paragraphs.
One to observe with interest. As for the other two vessels, refuel, restock and send on their was, if it safe to do so.

Yes, totally agree. Pushing boats away in these circumstances is not acceptable. Doesn't mean the cruise ship should be unloaded either, only those in need of medical support beyond what the ship is capable of providing and all supplies required by the ship supplied including fresh food, fuel and other essential items.

Yes, agree with the other poster, anyone who got on a cruise ship since the start of March was a fool, but I also understand some cruise ships wouldn't allow cancellations.

Before anyone puts 2+2 together and gets 9 for comparing this with stopping the illegal immigrant boats this is not the same unless the people on the boat are the threat of persecution being returned to their home country.

If the COVID-19 Infections don't stop rising sharply in N.S.W, Sydney could be in a partial lockdown within days, there were 190 Covid cases today, which is slightly down on yesterday, but the State Govt is determined to go it alone if needs be, if things get worse.

Victoria has recorded a relatively linear increase in cases over the past few days. If one calculates the % daily increase, the trend is falling. Like many other jurisdictions the total cases was doubling every three days but recent trends now suggest a doubling every 5 to 6 days. This should NOT be a reason for complacency and I actually look forward to a further tightening of restrictions to nail the sucker once and for all. Let's get it over and done with.

Israilfan, the entire perimeter of Sydney needs to be roadblocked. Nobody gets in or out. That's 90% of the problem contained.

Overall we will see a spike in cases in about 2-3 weeks time, but that should be it for the imported illness.

I think the govt should have quarantined everyone that landed after the 747s from Wuhan, no matter their country of origin.

We need to tell the cruise operators to leave. Rescue the sick, and send everyone else back where they came from. Tell any other operators not to bother coming.

We need to get to the bottom of the Circular Quay cruise liner debacle. "please explain?" This must never happen again.

We need a war cabinet comprising Jacqui Lambie and Pauline Hanson during times like this.

Further, including the latest figures released this morning, total cases in Victoria has only increased by 40% over the past three days. New cases in NSW are also falling. This is encouraging.

Did anyone else see this rather interesting article from Fairfax/Nine - sorry unable to provide a link because of my reduced functionality on Railpage at the moment:

A second Chinese property company based in Sydney flew more than 80 tonnes of medical supplies on a corporate jet to Wuhan in late February, at the time coronavirus was devastating the regional city.

“The chartered plane with 90 tons (82 tonnes) of medical supplies, including 100,000 most needed protective coveralls and 900,000 pairs of medical gloves, has successfully departed from Sydney and arrived in Wuhan on 24 Feb,” Risland Australia posted on its LinkedIn page.

…The Herald has previously reported another major Chinese developer was doing the same thing. Employees of Greenland Australia, a subsidiary of the Chinese government-backed global property giant Greenland Group, were instructed to put their normal work on hold and source bulk supplies of essential medical items to ship back to China.

A whistleblower from the company has told the Herald it was a worldwide Greenland effort – and the Sydney office was no different, sourcing bulk supplies of surgical masks, thermometers, antibacterial wipes, hand sanitisers, gloves and Panadol for shipping.

“Basically all employees, the majority of whom are Chinese, were asked to source whatever medical supplies they could,” one company insider told the Herald. This went on for weeks through January and February, he said.

The humanitarian efforts of Chinese companies to help their desperate compatriots back home may have contributed to shortages of products in Australia.

I though they did isolate everyone coming back from Wuhun, they certainly complained enough about the standard of accomdation.

You cannot send the boat back out to sea with potential virus cases. We are a civilized country, you provide assistance.

On this, friend at work told me yesterday his parents were on a cruise ship for 3 weeks. Couldn't find a port to go to in Caribbean. Eventually Barbados said ok (for money I'm sure).

They were unloaded at gun point into buses, speedy police escort through the city direct to the airport, by pass security by bus going straight to remote part of airport, loaded directly onto the plane (chartered), then immediate departure back to UK, no food or other service apart from dry cracker and water. No luggage apart from hand luggage.  Time from boat to plane was less than 1h, city was cleared of traffic prior for non-stop trip.

Potential solution for Australia to manage this situation.

RTT, I meant to say we took great care to evacuate and quarantine the Wuhan arrivals, but we have allowed the arrivals from elsewhere to self isolate when we knew full well that the countries of origin had problems.

Some of these arrivals can't be trusted to self isolate. They have ruined it for everyone now.

What about allowing the ships to dock, put the passengers into quarantine and charging the shipping company the cost?

The worst place for the people to stay would be on the ship as one was an incubator for the virus.

Facetious or not, I'll say this.

It seems to be more prevalent amid rich, pompous conservative enclaves.

Yes, agree the self isolation wasn't taken seriously by many. On arrival they should have been issued a notice to self isolate, provide location for random inspection by police and notice of penalty (fines and/or jail) for breach. The isolation includes anyone else in the property on arrival.

UAE after finding around 50-60 known cases not sticking to self-isolation and cause for spread is basically these people are now detaining some, fineing others, about $20k Aussie.

I know alot of people blame the PM and Premiers and I agree there have been mistakes and some of it due to the double govt system we have, who is responsible for what as I'm sure the PM is being blamed for Premier decisions and VV but hell, many need to look in the mirror first!

To be honest I feel the bulk of the world govt's were in denial on what was needed as they all knew doing the full lock-down thing would be a huge drain on economic resources and recovery would be slow if they got it wrong and the democratic countries all know they would likely face electrol defeat if this happened. Hence dragging of feet!

Should this happen again within the next generation, I suspect the response will be much faster and it will be contained quickly. The "play book" action plan from 1919 was heavily out of date and/or considered irrelevant.
