The Captain Cook analogy was quite valid. There are plenty of other examples of what happens when a disease is inadvertently introduced to a population without natural immunity, eg smallpox and the Spanish in the Americas.

One would hope it is a basic part of any study of infectious diseases.

Looks like Dan blaming his Victorian electorate for complacency rather than his own decision not to use the ADF or police to enforce quarantine, will put him further out of favour with them. Where is the opposition? The Greens.

Last answer first - the Opposition is sniping from the sidelines and copping huge criticism for it. O'Brien's original whinge was that restrictions continued for too long; his next was that the restrictions were lifted too early. He's the ALP's unpaid campaign manager and doing a great job of it.
Next; the decision to use security was wrong.  We already know that; it is well documented and part of history, but it is not the sole cause of the latest wave of infections. Andrews is perfectly correct. People have been complacent. Go for a half hour walk from my place and you will see countless examples of social distancing rules being broken, and not many masks until today. Social gatherings are being held by people who just don't care.
Then there are the other idiots - rule 1: when you have been tested, STAY HOME until you have the result. But no; a couple of stupid morons had tests, flouted the rules, and drove all the way to East Gippsland before they had results. They managed to infect people in Orbost and Marlo to name just two places; there may be more. Both places were Covid-free before Typhoid Mary and her drongo boy friend decided to foul it up. This week, another dill surfaced. He tried to drive from Melbourne's north western suburb of East Keilor right through town and down the Mornington Peninsula to go fishing. Another came from north of the city and attempted to go to Torquay so he could do some surfing. All were from within the proscribed area, and going outside it. There are other horrible examples.
For once, I found myself agreeing with Neil Mitchell earlier this week when he wrote that, " . . . there is no Plan B. You must abide scrupulously by Plan A, or we could be in for a major catastrophe."
We have the dreadful combination of Ignorance, complacency, "it won't happen to me", "let's see if we can get away with a party/barbecue/street drag races/ (tick one)", and other forms of sheer bloody minded deliberate disobedience. Now a few civil libertarians have come out of their burrows saying that the compulsory wearing of masks in public is an affront to their liberty, is unconstitutional and so on. I hope they remember it when they're in an intensive care ward.

Forget the deaths and the economic impacts, the worst potential for long-term damage to our nation will be the possibility of the shift from societal responsibilities to US-style individual rights becoming entrenched.
Yeah, 'cause those societal responsibilities are working so well in Victoria! Looks like around 9/10 people don't give a fark about anyone but themselves and think heading to Chemist Warehouse for a packet of glucose jellybeans is more important than safeguarding their community / society.
BrentonGolding
Exactly the point. Most of Australian society is still intact, but there's the very real possibility that the Rights approach could spread from that dystopian hellscape to the rest of the country.

I think it's time to adopt the HK model and send people to camps if they have returned from overseas like we did with the Wuhan flights at the outset of this nightmare.

Allowing people to run amok in a pandemic is not on. The nation can no longer afford it and the longer the lockdowns occur, the more people will become financially desperate.

The war cabinet needs to consider alternatives.

It is a matter of national security now.

Quarantine facilities should have been built by Army sappers at the RAAF bare bases like RAAF Learmonth. They are in the middle of nowhere, airliners can land there and they can get the Army to patrol.

Too late now.

That would require the fed govt to actually co ordinate and do something.

Yes it was a huge mistake to believe that incompetent Dan  could organise something simple like  a hotel quarantine.    Who would have thought that is was beyond him and his useless government.   I mean hey these people may have  a virus,  Keep them in a hotel for  2 weeks and test them.  Does it need to be spelt out?  Don't have sex with them,  don't mingle with them, keep social distance,  wear protective gear etc  etc.  Totally beyond the government in Victoria to manage and now it is spreading in the community again.  How many new case today? Over 400,  Thanks Dan  you are the man.  The useless one.

If testing positive results in being sent to some camp or island, then the number of people lining up to get tested will be down to zero and the country will be full of undiagnosed Covids spreading it across the nation.

This whole thing stinks to high heaven - it was Andrews government minister Martin Paluka's old union (NUW) that supplied the security guards to the government. Paluka has since refused to answer questions about the decision to use those security guards instead of Protective Services or police. Coincidence? I'd suggest if you live in Melbourne and you're frustrated with being locked down (again) then you need to point the finger at your own government.

In addition to the guards being hired on Whatsapp? or other social media that many of them received no training whatsoever in what was expected of them; they were told to bring their own personal protective equipment such as sanitizer and masks because that wasn't provided. They partied with guests, played cards with them, had sex with them (and each other) and some of them went off to KFC, McDonalds and 7/11 stores during their shifts and left their posts unattended; some went on to drive shifts for Uber after they had contracted the disease themselves helping to spread it to the community.

Somebody's head needs to roll because of this; probably Daniel Andrews himself.

I have generally been an Andrews supporter, but there is no getting around the fact that this IS a monumental Government screw up. It find it amazing that so many people are giving the Government a free pass on this.

Before this second outbreak even happened, I was thinking about how rigorous these quarantines even were, but I guessed that police or PSOs would at least make up part of the permanent security and that Government or departmental staff would be across this and would surely be doing daily inspections to ensure all was in order.

I simply can't believe that the Government believed that security contractors would even remotely be appropriate for this.

I can honestly say...yes I would have handled this better than the Premier. Every cabinet meeting I would want an update from the minister responsible and if they had have said they were just hiring a bunch of contractors I would have overruled the minister and got police in there.

I am not set on Andrews going, but surely a minister or department head must be sacked. Jeff Kennett when interviewed about this said that the appropriate minister is ultimately responsible.

If I was Andrews I would have been pressing my minsters responsible for information and updates on how the quarantine was being handled on a daily basis.

The other stuff up with the hotel quarantine is that the 'guests' were not required to be Covid tested before leaving if they didn't want to.
Just do your 2 weeks, get the pestilence from a 'security guard' 3 days before you leave and spread it to the rest of society.   That will work.
  Valvegear Dr Beeching

Hotel quarantine was certainly a monumental stuff up. The basic idea of security guards could ( repeat could ) have worked with proper organisation. Quite clearly that was totally lacking, and the apparent belief that the guards would use common sense was completely misplaced. A few weeks ago, it looked as though numbers were improving, and suddenly we have had another crash. The quarantine fiasco takes some of the blame, but not all of it. We have workers flitting from one Old People's Home to another and back again taking the virus and sharing it around. Many are casual workers with no sick leave and can't afford not to work. The figures for these Homes speak for themselves. There are reports of insufficient PPE among them. It got out of control before anyone woke up as to what was happening.
We've been through it before, but there are numerous examples of complete stupidity passing the virus around like a parcel game at a party.
This is far and away the worst health-related event of a lifetime, and too many people don't seem to understand this, or don't care. It has me baffled.
  Madjikthise Deputy Commissioner

Just my personal observations on the trains since the mask order came into effect.

People leaving their nose hanging out.
People wearing a mask properly but then taking it off to eat on the train.
People wearing a mask properly but then taking it off to talk on the phone.
People wearing face shields but no mask.
People wearing their mask around their chin.
And the obligatory feral who doesn't give a crap about anyone with no mask daring anyone to have a go at them.

There is no hope.
  kitchgp Chief Commissioner

Pakula
  ANR Deputy Commissioner

"There is no hope."
If we have reached this point, the Commonwealth needs to set up camps for inbound travellers.

For the rest of the population, in affected areas we need to revert back to stricter lockdowns or Martial law.
