I am not sure what you’re trying to say.
NSW has more arrivals, per capita SA and WA are not too far behind, but whichever way you wrinkle it SA, WA and QLD are equal and yet combined don’t even go close to Victoria’s current numbers.
My point is if arrival quarantine is correctly undertaken, as it is in SA, WA, QLD and seemingly in NSW too then community transmission is absolutely not a thing.
What you mention in Victoria be it a security guard or hotel manager, or any other person merely illustrates that quarantine of arrivals in Victoria was mishandled.
NSW health to their credit learned most of their lessons after they botched the Ruby Princess arrival, sadly, Victoria didn’t learn from that specifically, so they’re getting the lesson again at the moment.
What the rest of Australia is talking about is disallowing COMMUNITY TRANSMISSION, most of us have done it, NSW is doing pretty well and will get to 0 community transmissions if they do their job correctly. Victoria even in stage 4 is still a basket case and that is why their restrictions will need to continue, whether ‘the natives’ are getting restless or not.
