Lara to Avalon would be best served by a shuttle. Could be light metro or the like. For a shuttle bus you can do it like this:
Geelong Fast Rail to stop Geelong, North Geelong, Lara, (Werribee?), Footscray and Spencer St. Lara is borderline big enough to justify the stop on it's own, combined with Avalon traffic makes it more so. Can start as a shuttle bus for now until it's built.
- Modify the layout at Lara Station for a low floor electric shuttle bus. So people can step out of the train walk across the platform (with their luggage) and straight into the bus. The bus stop aligns the floor of the bus with the platform so no steps.
- The distance to Avalon is only 2-3 kms. So timing is easy. Local roads can be modified/ upgraded as required.
- The batteries for these buses should be good for at least 3 - 4 hours between charges. So in between flights, the buses can recharge their batteries at the airport, so they stay at least 70% charged at all times. With a full recharge overnight.
- As a second backup if required, they can arrive early at Lara Station and use a charger there for 30 minutes.
As Lara is a regular stop on this line for nearly all trains, problem solved.
