Refer the comment from Railmaps on the Twitter page from which the photo came. The cars were 'on loan'.

There had been a separate arrangement from 1962 to 1975 for a VR car to be detached from Spirit of Progress at Goulburn to be taken to Canberra, according to Wikipedia.

I don't think the above info is correct and the former buffet car would never normally be seen in Canberra.

The Canberra carriage formerly attached to the Spirit of Progress had ended by the time this image was taken: Thanks Wikipedia.

The Spirit of Progress conveyed a through car between Melbourne and [color=#0b0080][size=2][font=sans-serif]Canberra[/font][/size][/color], three days per week in each direction from April 1962 until March 1975.[color=#0b0080][34][/color] The through carriage was detached at Goulburn and conveyed to Canberra attached to a [color=#0b0080][size=2][font=sans-serif]mixed train[/font][/size][/color].[color=#0b0080][35][/color]

Moreover the through 'Canberra' car consisted of a 1st class compartment, a 2nd class compartment and 8 twinette berths and only 10 full size windows on each side. The other VR car in the image has 12.

Used regularly by one particular (DLP?) MP whose name I no longer recall. I always wondered if he got sole use of a twinette.

I only recall one trip in the 'Canberra Car' which ex Goulburn was 'loose coupled' to the next vehicle and ran in and out the whole journey on the branch.
