Funnily enough, I was just considering whether I should withdraw that answer, as Kingston was never an "official" terminus, as far as I can find out. The line was opened unofficially by the contractors in 1886; but the official opening of the line by the V.R. was between North Creswick and Rocky Lead in 1887.
The line was a terminus of sorts in the late 1970s, but again unofficially, after the line between Allendale and Newlyn was closed; but that was to transport decommissioned Tait sets to Kingston, where they were burned. My earlier teaser on Kingston a few months ago was based around that circumstance.
