Same reason as most locations - because going under is either too expensive, or a crap option engineering-wise.

Are there any examples, in Victoria or elsewhere, of where a rail trail has had its former rail service re-instated?  If so, how was it done?

Station at airport will almost certainly be underground.

Hopefully the Libs have ditched their ridiculous road intersection plan as part of this.
