Well 40kph is just way too slow. Portland can do so much more for freight in the western half of Victoria. That is what I meant by competition for the port of Melbourne.

By local travel I assume you mean for example, Moe to Traralgon? Or similar journeys.

Would the (now completed) track upgrades improve line speeds and travel times for the current rolling stock? So the N Sets and the XPT? If so by how much?

The article states more trains how many more will be added to the timetable and what is passenger loading like on the Gippsland line?
