Why not a term lease, as is the case with ARTC in NSW?   The lessee would be required to meet any upgrade costs as well as maintenance, and also be required to provide priority for passenger services  ...

Anything is possible - at a cost.   And who do you suggest should pay for the work?   And why?

A trailing crossover at Strathfield needs to be rail-cleaned, and a train reversing in P1 or P2 can do this.
