The Chinese tourists head to Lake Tyrrell up near Sea Lake to see the sun setting over the salt lake.   They drive up the Calder Hwy.
After seeing the Bullocks Head (tree in a river) and picking up a box of Kooka's Cookies, that is about the tourist spots in Donald, unless you want to watch the Rail Tractor shunt a couple of wagons around the rail yard. (Now that is something of a rarity in country Victoria nowadays.)

It is not in the middle of nowhere, but you can see it from here (well,  from Birchip anyway ).

Every town in Buloke is at least an hour away from a town of 10,000 people.   All the towns are doing their best to just survive and most are going backwards  (population wise).

I love living in a  small town, but this is not wine country or hipster coffee culture and we are just too far from Melbourne.  More than 1 1/2 hours from Melbourne  & you don't exist.

Not trying to kerb your enthusiasm, but this area of Victoria is not tourism central.

LOL, I'm sure Donald will be able to tell you that the nightlife in Donald is really worth the trip. Also, there's no way you could take in all the sights you mention without a car. That's the key problem in your dreamy rail-tourism fantasy.

As this is The Vinelander thread, none of the silo art is on the Mildura line with a 60 km trip to see some of the art.   Sea Lake is 35 km from Woomelang.
I am not saying that there is nothing to do up here, but better achieved through car/motor home tourists not trainload/bus loads of visitors.  You need to be able to get from town to town.

But that's a totally different market to people travelling on railways/buses/cars isn't it. I've heard of the 'silo trail' and the efforts of various councils to actually attract grey nomads and European backpackers to stop for a night or two but these people are not big-spenders. Doesn't matter because some of those Wimmera/Mallee towns will do anything at all to have tourists of any kind, even thrifty ones who bring their own accommodation on wheels!
