If by 'broken through' you mean a TBM at South Yarra, the answer is no. They haven't yet finished assembling the first to the pair going east, let alone started digging.

I was listening to a radio program whilst working onsite yesterday and it was a conversation about the cost blowouts here and in Sydney regarding the respective Metro projects. One of the people talking said that there was a possibility of a criminal investigation regarding how the costs have blown out so much. The thinking was that not only were the builders colluding to suck as much money out of both governments but also that the governments were complicit in handing them the money no questions asked.

Ok, the situation as it stands this month:
TBM Joan is close to breaking through at South Kensington having been boring from Arden since about October last year, so the outbound (down) tunnel from Arden to the western entrance is almost complete.
TBM Meg is about three quarters of the way to the western entrance from Arden on the inbound (up) tunnel. It should break through in the middle of next month.
The two TBM for the eastern tunnels are currently being assembled at Domain to start boring the two tunnels to the eastern entrance in the next few months.
Once Joan & Meg are retrieved at South Kensington they'll be taken back to Arden to bore to State Library. This should begin March / April this year to complete the two western tunnels.
Once the other two reach South Yarra later this year they'll be returned to Arden to bore to Town Hall completing the two eastern tunnels.
So the first third of the two western tunnels are almost complete.
The connection between State Library and Town Hall will be dug by road headers, probably beginning at State Library as the work at that site is a lot more advanced than that at Town Hall

Sydney Light rail's cost blew out because many many things were found that shouldn't have been there like old clay pipes, infrastructure with no owner, graves and old buildings. Sydney Metro found a significant amount of burial sites at Central which shouldn't have been there. These projects in Sydney have been discovery projects as much as new infrastructure and so it isn't hard to imagine these cost blowouts.

I'm not sure if this is the case in Melbourne but finding contaminated soil on the westgate tunnel is not something to sneeze at. If anything it should go towards creating much better planning charts for both cities moving forward. I'm not worried about the cost blowout if there is actual reason for it.

It might result in a reduction in future major projects in the cbd.

There will always have to be contingencies for unexpected delays like the ones you mentioned, but the sorts of cost blowouts being talked about reek of rent seeking opportunists.

Joan will now dig in the opposite direction from where the completed section started.

I believe the cutting head will be removed and taken back to the launch point by truck, while the rest of the machine will be taken backwards through the tunnel section it just completed. Then it gets sent off the other way.

That is quite cool.  If only we could allow Joan to continue to build out MMT2 once her work is done on 1 and save a lot of time and move the state forward.  I hope this is a possibility?  Or start on the airport line?

It is a cut and cover section. Bevan meant it's the breakthrough between the portal entrance and the TBM retrieval site at South Yarra. Not a TBM breakthrough.
