I don't believe so. Mechanically the same just different interiors for "long distance".

Yes since 80 or earlier.  Only difference is interior layout  Inter City 150 seats with Buffet in 3 car set.

Broad brush entire superstructure of drivers cab area has been strengthened, plus the actual driving position appears to have been set back further into the cab.  
Also front passenger side doors are said to be back further which has presented safety issues with the external steps no longer being centred with the door . The steps could not be moved account the swing of the bogie now.
Contributors who are VLP drivers would be in the best position to answer your questions however.

I think we got an additional order (or maybe 2) of Vlocities in 2019 in lieu of starting work on these.

I believe some work has gone on at PTV/DoT/whoever's in charge this week on specifications of what the next generation of V/Line, Metro and the 'Class F' of tram should look like, but politicians are going to go with the easiest option while it is available.

IMO,

NEXT GENERATION REGIONAL TRAINS: A next generation high capacity regional train will be commissioned in the coming years to cater for strong patronage growth and provide new peak services. Work is now underway to determine the exact specifications of these new trains.

Are the equivalent of the new SG V'Locity's for Albury, except they will also be created for BG and serve the current Inter-City services.

New shiny crash hats and train proof jackets for Allan, Carroll and Andrews are on order from China. A TV appearance will take place when these arrive but I believe that there is a prior event scheduled to celebrate the cleaning of the toilets at Parliament House.

The regular cleaning and maintenance of the parliamentary toilets has been split up, corporatised, privatised and devolved to the point where they become unusable. Occasionally treasury finds some funds to fix them up a bit so the minister and premier can celebrate the govt's investment in sanitary conditions for all Victorians

On a more sensible note how are the North East lines holding up, there has been a ton of rain in that part of the state recently, is the rehab program of the line still under way ?

What does 'high capacity regional train' mean in practice? IIUC the high capacity Metro are basically 7 carriage trains to use the full platform length, with no wasted space. Will the HCRT be a 7 carriage vlocity?

From what I saw on the ARTC website a few days ago, it appears all the remedial work / upgrades have been done. Now if we don't get any sudden surge of mud holes over the next 4 - 6 weeks, than I would say we are all good.
