    Cost. The cost of moving the prowl and extending the fencing pales in insignificance compared to the cost of building platforms. At a guess all safety zone stops on the 57 could be extended for about the same cost as building one level boarding stop.

    Right, it might be cheaper in the short term, what about in the long term? Whether the stops are lengthend or not, they are still going to need to be rebulit as platform stops. Woludn't it be cheaper (in the long term) just to rebuild the stops than lengthen them and later rebuild them?
