You can not buy a direct ticket to Star City via the Light Rail at a CityRail Station - Only MyMulti/Pensioner Excursion tickets have this.You will need to buy a concession Zone 2 Return ticket to Star City from on-board the tram, and a return to Central for the train.
I'm quite sure, so long as you have the required documentation, there is a concession fare payable.
